ABOUT US

Vice City Police Department is the official law enforcement group of the state of Vice City, as well as the official representation of the Argonath RPG Police Department in the state of Vice City, United States of Argonath.

Vice City Police Department upholds the law and the Constitution of the United States of Argonath, State of Vice City. Our goal is to prevent, reduce and subdue unlawful acts in Vice City. Vice City Police Department is made out of professional and experienced officers who undergo training and examination to asure that they are capable law enforcers.

HISTORY

Vice City Police Department has been opened in 2008 and had [R*]ber as its first chief, to be succeeded by TeaM_Snake and TeaM_JayL later that year. Vice City Police Department had nine chiefs lead it in the past, currently being led by its tenth Chief [LRP]Aky.

*Following Chief Legend's forced retirement due to lacking activity, the department has been under direct command of the VC:MP management during 2015-2017, as no capable successor was found at the time.

Operations

Vice City Police Department enforces the law by identifying, investigating, arresting or taking down dangerous criminals, enforcing traffic and parking laws. As Vice City is a famous smuggling route for various weapon and narcotics traffickers, the Vice City Police Department is also tasked with subduing illegal smuggling operations.

For crimes that require greater equipment and tactical knowledge to subdue, Vice City Police Department has a Special Weapons and Tactics team that can be dispatched to any location at any given time. These men and women are Vice City's finest officers, trained to be the spearhead of the department when all else fails. These officers are highly trained at what they do and deliver organised crime in Vice City a devastating blow.

The Federal Bureau of Investigations is an autonomous division of the Vice City Police Department that serves as the departments intelligence core. Its members are trained at gathering evidence and covert intelligence. They have eyes on the city twenty four - seven. Their pens are mightier than their swords, as with discreet and smart use of information and intelligence, these people have brought criminals to their knees before the Court of Justice hundreds of times.

Recruitment

Vice City Police Department offers career opportunities for any law abiding citizen willing to take onto the role of a police officer. Citizens who decide to join the Vice City Police Department are enlisted in to the VCPD Academy, where they are taught the basics of police duty, patrol and response, pursuit and combat training. Once they learn all they need to become the official law enforcers of the VCPD, they are provided a final exam during which they're evaluated of what they have learnt so far. If a Cadet proves himself during this examination, he graduates the academy and becomes a VCPD Officer.

Vice City Police Department Officers receive weekly paychecks of up to 7000 ARD and various bonuses for efficiency in the field. Members of the VCPD have the opportunity to have their skills and abilities recognized by receiving awards and climbing up the ranks. Additionally, they can enlist into various squads and subdivisions to realise their abilities to an even further extent.

Sure why don't they also impound cars inside bullet, explosion and collision proof glass boxes that are bolted to the ground so hard not even a crane can lift it. This'll prevent almost all scenarios

Thank you for your concern. However, citizens have no bussiness setting foot on the VCPD Impound Parking Lot. Vice City Police Department cannot be held accountable for consequences of irresonsible behaviour at the mentioned territory.

Additionally, tresspassing on its own is a crime. We're quite amused about the way these criminals are put to justice based on your message.

Vice City Police Department High Command has conducted a throughout reviewal of the Impound Garage Records. Upon careful inspection, it was found that several vehicles have been impounded ilegally by irresonsible officers without updating the impound records and have therefore been released from the Impound. As posted in this Public Announcement, owners of these vehicles have been given a deadline to reclaim their vehicles and park them somewhere else. If they fail to meet this deadline, those vehicles will be reimpounded for failure to remove them from public port property.

I know that VCPD can not be held responsible for this.

But the radius of explosion and their strength bounces the vehicles out of the Impound zone and they explode upon impact with ground (Especially those Sandkings). This makes the roads and the lower pit area near the impound zone vulnerable to exploding vehicles.

They need some re-parking.

I'd like to know the VCPD's stance on an investigation.

According to the constitution Section III Ordinance IV, and I quote

All citizens have the right to a fair investigation of their crime, and the right to representation by an attorney during an investigation.

However, a recent incident (as of this post) has shown that some (in the incident I'm referring to, one) of your officers have denied surrendered suspects rights to fair investigation and have even went as far as saying they were following protocols.

(Since I'm not the party involved here, I will not be lodging a report against said officer but I have advised said suspect to lodge a report and it's up to him to decide if he wants to.)

I proceeded to take a look at your procedures and law and found this, and I quote

11.6. VCPD Officer must provide the suspect with a fair investigation if he has requested one. Only suspects that have surrendered are entitled to an investigation. If the suspect has opened fire towards the officers or have tried evading custody, their right to be investigated is voided.

I've also noted that a recent development in the Law Enforcement Ordinance where a statement made by Judge Pulse, and I quote

The proper way to go about these situations is to give a suspect an investigation but then to state simply at the start of the investigation: "you have evaded police and resisted arrest, for these reasons you are guilty of resisting arrest/obstructing justice." The suspect in such matters should have the right to say a few words but after such time you are to jail them.

Since said proposal is not suppose to be in effect until the 2nd of February, I'd like to get clarifications for all citizens of Vice City as to what scenarios are a suspect allowed an investigation under the constitution until the 2nd of February, how VCPD will handle said investigations, and will they change (if at all) after the ordinance is in effect.

Dear citizen,

You are indeed correct in regards to your observations.
Vice City Police Department's previous amendments of the Procedures and Regulations stated that exceptions to the right of investigation are applied to those who have made effort to evade the police force or otherwise resist arrest, shot upon the police force or are wanted for murder. Murder was to be always treated as a guilty verdict by the VCPD and therefore citizens wanted for murder were not to be investigated.

However, upon the introduction of the Law Enforcement Ordinance, an amendment to the Vice City Police Department Procedures and Regulations has been made, removing this exception in order to be in accordance with the Vice City Constitution and the Law Enforcement Ordinance. This change was made on 7th January, 2018 among with amendment of the rest of VCPD Protocols.

Therefore, an officer who would refuse an investigation against a suspect that is wanted for murder would be found guilty of breach of procedures and regulations if they were to be filed a complaint against. However, I would highly advice against such action, as it seems that such actions of the officer were due to no proper anouncement being made on such changes, therefore, the officer might have been acting in accordance with the Procedures and Regulations before the amendment.

We are sorry for the inconvenience this might have caused, and we will make sure to inform all of our officers with a request to post a read and understood notice that Murder charge is no longer an automatic guilty verdict. Thank you for bringing this issue to our attention.

I'd like to get clarifications for all citizens of Vice City as to what scenarios are a suspect allowed an investigation under the constitution until the 2nd of February, how VCPD will handle said investigations, and will they change (if at all) after the ordinance is in effect.

Nothing will really change in the way investigations are being handled, as the Procedures conflicting with the Law Enforcement Ordinance were already amended.
At this current moment, as well as after 2nd February, in order to be eligible for an investigation a suspect has to:
1) Stop and Surrender immediately after issued a suspection.

The Police Force will refuse an investigation if:
1) The suspect has opened fire against the police force
2) The suspect has made effort to evade the police force or otherwise attempted to resist arrest, which is a crime on its own.

Attempting to evade the police force is a crime on its own and makes whatever reason you were suspected for previously valid ((exceptions are made for cases of abuse by new players when they ignore your /sur's and therefore evading is the only way you might avoid dying)).
