Cant open any apps or files in windows 10 HELP :(

Before award ceremony there was option Shut Down And Update. Then after switching on PC a new version was updated it didn't allow me to use network then i went to settings and downgraded to old one (no problem) after the restart of downgrade i tried to open apps and files they don't open except My computer. When i click settings now the PC freezes for 5second still it wont open. GTAIVMP is made as Run As Administrator when i click GTAIV MP it used to pop up a screen background bit black and there was option Yes or No but now after downgrading only light black screen pop up to exit the pop up i do Ctrl+Alt+Delete then ESC. Please help tomorrow T4 COMING ( only option is Command Prompt. resetting ND restore don't work. Google Chrome is not responding . Please Help . Now i am using safemode with network please help me fix my PC PLEASE  . I downloaded Malwarebyte a friend told me but it wont open except windows defender (its useless) Help me Its been ded from award ceremony till now

Try re-installing the OS (Operating System if hard to understand). But make sure you backup all your data before. I was experiencing many issues too with Windows 7 before. If you don't have any backup media storage, try using a web-cloud storage instead like MEGA (The upload size depends upon your actual net speed). And before you back it up too, try storing it inside a zip/rar archive so you can have less issues with uploading.
