[SA:MP Issue] FPS Locks down on low numbers for several minutes

Hello everyone.
I've recently, for the past 2-3 weeks been experiencing an issue where my FPS locks down at numbers below 30 (Most of the times it's locked at 12-13)
This happens, usually, for 3-5 minutes, but sometimes up to 30 minutes, or even until I relog.

It's very annoying as it happens during almost all actions, and makes me almost unable to do anything.

I've tried re-installation and usage of different folders, but nothing seems to work so far.

If anyone knows how to resolve this issue I'd love to hear.

What's your PC specs?
If Windows 10 is your OS, turn off the background apps, they are consuming your PC's performance and its all in vain, switch them off.

Ram usage at merely 20 per cent (More by Chrome than GTA:SA

Your mods might be causing the problem.
Happened on a fresh install too.

What's your PC specs?
If Windows 10 is your OS, turn off the background apps, they are consuming your PC's performance and its all in vain, switch them off.

I’ve had this problem before, when I aimed the camera straight down and it’d go back up. I think it was the graphics card for me. Check your drivers and see.

I’ve had this problem before, when I aimed the camera straight down and it’d go back up. I think it was the graphics card for me. Check your drivers and see.
updated drivers again yesterday, I update drivers almost weekly.

EDIT: The strange part is that it can happen randomly, flying, driving, walking, standing still, there doesn't seem to be any cause of it, I've had it while I was flying above the sea alone, and I've had it in the middle of Pershing, it seems to lock down the FPS between 2-3 numbers (I.E 11-12-13) and doesn't go above or below it, and then suddenly it releases its lock, and continues like normal.

Try to load the game on a different GPU (Intel to Nvidia or viseversa). unless it's not a laptop

Do you use Discord while playing? Sometimes it uses 30% of your CPU for nothing, so try closing it and see.
Do you have CCleaner? Run a scan on your registry and see if you have any issues/errors in the registry.

Some of MSI GT series laptops don't have Optimus technology nor a MUX switch so no, that won't work unless he owns a GT73 which he doesn't, some old GT series laptops got it though.

I also had a similiar issue on my laptop, i believe it has something to do with Windows 10 because as soon i press ALT + ENTER to go in windowed and then back to fullscreen the fps goes back to normal.

It's not the CPU not keeping up, it takes more than that to slowdown the i7 6700HQ, it's just another bug.

edit: apparently it has a switch too, but i doubt it will be of any help.

I usually have task manager or similar diagnostic tools open when I do anything and it never reaches more than 70 per cent until doing the heaviest of workloads, especially not with GTA:SA.

I altered and optimized most of my Discord files so it uses only 2-3 per cent, up to 7 when in a call of my CPU.

Registery was checked up and optimized less than two months ago but I'll have a look at it again.
Only update I had this week was a driver update, but this issue occurred for longer than a week.

Try to disable fullscreen optimizations in 'compability' section in properties of your .exe of GTA SA.
