As you may have heard, we're moving to T4 tomorrow. I have noticed there are some people who need help getting their game/client running so i thought it would be good to make a thread for T4 troubleshooting just like we did for T3.
I will collect every precious info and post it here, so sit down and start reading!

GTA Episodes From Liberty City and patch 1.1.3.0 OR 1.1.2.0
(Downgrade guide for steam users is here -> How to downgrade your steam copy of GTA IV, recent client release doesn't need a downgrade anymore, so it's recommended to stay on 1.1.3.0)

InstallationMost recent versions include an installer that will do the job for you. Instructions for it below.
- Download it from
here- Extract the "
Installer.zip" anywhere you wish. Once you have done that, run the "
Installer.exe" that you just extracted.
- Choose either EFLC or GTA IV client. Both can be installed by repeating the same steps.
Argonath runs on EFLC.
- Select the EFLC.exe inside by following the path "Games\Grand Theft Auto IV - The Complete Edition\EFLC".
If the game is installed in another folder, no worries, just make sure you select the EFLC.exe

- Choose one of the mirrors, both download the same version.

Download the client from
here, choose the "Manual Installations" client based on wether you need EFLC or GTA IV.
Unpack all the content inside "EFLC" folder like this:

Now set "
ivmpGameLauncher" to run as admin (This is recommended to fix any potential issue).

Run
ivmpGameLauncher as admin, then click on "
Internet", choose the server and click on "Connect". Your game should start automatically. If it doesn't please check "
Troubleshooting" section below.

TroubleshootingThank to the testers we have listed down a few solutions for the most common errors that were found until now. (Thanks to Suge, part of this was extracted from

1) Game won't startTry starting "ivmpGameLauncher.exe" with admin rightsGo into singeplayer, load a game and then quit. Go back to the launcher and the game should start (been tested before and proved to work)If you get this error message: MSCVP140 is missing or
error 0xc00007bYou either don't have the C++ 2017 redistributable or it's corrupted. Reinstall the x86 redistributable with the link provided here2) The servers browser can't find any serversAllow "ivmpGameLauncher.exe" to use port 8889 UDP3) Game camera is stuck The Triangle SquareTry to click on "Connect" again4) Game is unable to connect to any servers1°
Make sure you are using the correct Client version, it changes from test to test2°
Allow "EFLC.exe" and "Client.dll" to use port 8888 UDP5) Game crashes once it stops loadingRemove your game mods, especially .asi mods6) Game crashes before loading (either at a black screen or doesn't launch at all)1st fix:
Download patch 1.1.3.0 and install it again.If that doesn't work you can try to install the patch manually. In order to do that you have to rename your current "Grand Theft Auto IV: The Complete Edition" folder to something else (any name is fine), then make a new folder named "Grand Theft Auto IV: The Complete Edition" and install the patch again. Once it's done you will notice the patch files are now inside the new folder you created. Now, select all the files inside it and copy them over the original EFLC folder. Once you have done that you can delete that folder you made and rename the other one.2nd fix:
Rename the file "paul.dll" to "paulDISABLED.dll" 3rd fix:
Download XLiveLess from GTAForums topic and follow the instructions over there.7) I'm running the game on 1.1.3.0 patch, how do i downgrade it to 1.1.2.0?It is not mandatory to run 1.1.2.0 patch in order to play on the client anymore, but if you wish you can follow the steps that i wrote on this detailed downgrade guide for GTA IV that will work also for EFLC, click over here.
The only difference is that you will also need to copy the files inside EFLC folder, but the procedure has not changed.8) The game is stuck on an infinite loading screen, what can i do?It has been reported multiple times that using the command -availablevidmem fixes the issue. Here is a guide on how to use the command -availablevidmem and it's a MUST for any user who has a GPU with more than 2GB of VRAM memory.
If that is not the case for you, a reboot or more should fix things (sadly/luckily it's the first thing you should do when you are dealing with IVMP on W10.)
There is also a third commandline fix that you could try if the ones above are not working:
-availablevidmem 0.9
-percentvidmem 100

-memrestrict line into commandline.txt, this is how you should use it:
Please do not use any other commandlines as they may override the effects of this one. Start at the lowest number based on your texture setting (ie. try them one at a time) You can try to increase the number until you notice stuttering again.

If you still notice stuttering with the lowest number, there may be a separate issue with your system configuration.

GTA ForumsPlease note that GTA:IV (even EFLC) has its own stuttering and massive fps drop in some areas due to the poor port that Rockstar made on PC. There is no fix for that, even the best configurations struggle with this game.
Common issues found by @AnoneteX
MSVCR100.dll and MSVCP100.dll missing.
Go to:
Local Disk C -> Windows -> System32
then search for these two missing .dll files in the search bar on the top of the folder and copy them to your desktop.
After that paste them inside your GTA EFLC folder and your ComMP folder. I am not sure if this is a right way to do it, but this method fixed the problem for me.
Seculuncher: failed to start application 2000 (0x000036B1)
Go to your "Grand Theft Auto IV Episodes from Liberty City" and open it. Then open the "Installers" folder and install the following programs:
-vcredist_x86
-XLiveUpdate
-Open "System32" folder -> wllogin_32
-Open "System64" folder -> wllogin_64
After you finish with installing these installers go back to your EFLC and reinstall the 1.1.2.0 setup once again "setup".
These steps fixed my problems with EFLC, but I can not guarantee you that they will be a solution for your problems or if they are safe steps to perform on your PC! Use them at your own risk!
