The application was unable to start correctly 0xc0000135 (ERROR)

I'm having a error, after my laptop was overheated, I closed it and started removing the dust. I kept it closed for a while, and then I opened it again and it is in it's best condition. Yet, I have a problem, rundll32.exe (the application was unable to start correctly), BitTorent, (the application was unable to start correctly 0xc0000135) SAMP browser, the same thing, I would REALLY REALLY appreciate the help.

I don't know even if you tag me..

1. Reboot PC
2. Uninstall recently added software (if you have added anything)
3. Run a Registry-tool
4. Update drivers
5. Do a selective start-up
(Go to the Start Menu and click Run.
Typemsconfig and press Enter.
It will open the Windows System Configuration Utility dialog menu.
In this dialog box, choose Selective Startup and uncheck every option except one and restart your computer.
If you still receive the error message, repeat step 3 until you identify the exact startup option that is causing  the error.)

Or just install a new windows which is what I am going to do.
