Cannot uninstall GTA IV (not eflc)

So as I'm looking forward to free up some space for upcoming game updates and also GTA V.. I looked for games I don't play and ran out into GTA IV which I have installed from a DVD.
I have encountered this issue when uninstalling, and I believe the solution when installing was to right click > settings/properties > Compatibility > Set compatibility to windows XP (Pack 3).

I tried to do the solution above, and I can't seem to find any way to do it as the install wizard is not in the GTA IV directory..
