Request of a change in the law of Vice City

Respected Judge,

as the owner of one of the warehouses in the city of Vice City I have a request.
In recent history there have been raids against people all over the city, this has also occurred in warehouses.

My request, and I hope that other warehouse owners will support me on this, is that when a criminal gets caught storing illegals in one of our warehouses, that the court no longer summons a warrant that allows every tenant to be searched for illegals. There is an exception to be made if it's proven to be a warehouse that's used for organised crime.

The reason behind this is that I have a business to run. I am supposed to make sure the privacy of every tenant holder in my warehouse is optimal. Innocent civilians using my warehouse to store their legally acquired weaponry only to be used for self defense, is something that should be supported by the law as well.

So as a summary of my request:

I request, to the court of Law, that warrants for the entirety of a warehouse are ONLY issued when there is evidence beyond a doubt that the facility in question is used for organised crime!

I'm prepared to answer any more questions the court has for me, and I want to thank the court ahead of time for their time regarding this case.

I Jack Williams supports this cause as this invades the privacy of countless innocent civilians. Police brutality is a major issue and this is a part of it.

I agree with said proposition, but I'd also like to propose an addition.

If police have the need to raid a warehouse, the owner would need to terminate the contract of the tenant immediately and if the scenario happens again, warehouse owner should be facing heavy charges for collaborating with said criminal as well as possibly losing the warehouse.

I, as an owner, warn every new tenant holder beforehand about the storage of illegals and if they're caught, I'll remove them from the premises forever. So I fully support this addition!

To me the law should remain as it is, where if a warehouse is found to harbour illegal items the entire warehouse is emptied and the owner and whoever else is caught redhanded  is charged. BUT warehouse owners should and need to have full scope of all tenants storages because whats unfair is the warehouse owner is unable to really be aware of illegal items stored there and cannot police his tenants and cover his own ass. Good warehouse owners would build a reputation for being strict and keeping a close eye on his tenants to avoid getting his tenants raided due to some dirty dimbat storing illegal items. It should be the owners responsibility to police his tenants and ensure no illegal items are under his roof otherwise hes breaking the law himself.

Your Honor, with all due respect to the citizen, I believe that motivation of such proposal are far from good-willed. I wish to inquire the court that the man promoting this change has been himself found in posession of illegal items when his warehouse was raided because of evidence collected on one of his tenants. Therefore, it is not easy to infer the eagerness to change this law.

In our opinion in the Bureau, such a change would allow organised crime families to roam the streets untouched.

As I stated in my original request, this will not be prevented from happening as there was more than enough evidence regarding organised crime, allowing you to raid the entire warehouse. I am not intending to support criminal life in any way possible, instead I want to protect the innocents from those scumbags.

I am very disappointed you see this request the way you do, especially after recent good behavior towards you in the latest raid you've done at my warehouse.
I expected after that day to see some sort of gratitude and notice of innocence on my behalf.

You are a friend of innocent civilians after all, hopefully you will reconsider in the near future.

This change would work as follows;



Nylez is warehouse owner

He has tenants called affanster, Klaus, Kessu.

Klaus then proceeds to be a moron and gets caught by the FBI. FBI asks for a warrant, judge grants it only for Klaus as you have not put up any evidence to connect any of the tenants or the owner, thus the crime being considered local and only with Klaus being the perpetrator.

Now Nylez removes Klaus as he wants to cover his own ass, but affanster decides to go be a moron instead, getting caught.

This time FBI has 1) prior raid on this warehouse with same owner 2) a proper reason to search the whole warehouse.

All tenants get raided.



Another example; Nylez warehouse owner, Klaus kessu affanster as tenants.

Nylez gets caught, FBI raids the entire warehouse straight up since it is the owners property.



Third and final example;

Nylez warehouse owner, Klaus kessu affanster as tenants.

Kessu and Klaus both get caught, entire warehouse gets raided since there would be more than one occurence of law breaks.



The law is merely a change to first time, one time offenders and anything more than that and it would pretty much work like it does now.



This would also become even more valid change with script support added for warehouse owners to police the tenants themselves and report possible crimes.

My "personal storage" was shown to the public which contained no illegal stuff is that I'm disappointed of. It was during the Leone raid and I had no clue.
