[IV:MP] Frequent fps drops

So since a few days i'm having fps drop frequently i don't know why because i used to play smoothly before.
This is my specs Windows 7 64bit, Pentium Dual Core CPU E5300 @2.60GHz, 2GB ram, AMD Radeon HD 5450.
All graphics settings are on lowest.
I use commandline too i don't know if i made any mistake in it. Please halp, any other solution than buying a new PC xd(btw there may be repetition in the commands)

I know ram is 2gb it asks for VRAM not RAM xD

Your CPU is quite weak, there could be a CPU bottleneck.
Try increasing settings that affect GPU and see if it gets more stable. (Higher resolution/water/shadows)

It works fatty i changed all to 0 and removed fullscreen and added windowed and changed height and breadth ty
