@MarceloS. Try changing the battery plans, example is you might be using it on Power Saver or Balanced settings, try switching it from power saver to higher performance battery life, maybe it will work out.

Have you tried disabling frame limiter in the video settings of the game?
Or vice versa if it's enabled?

He had GeForce experience enabled, he disabled it, and his game was fixed. These fixes were mentioned above.

After much tweaking I corrupted the game file before being able to play anything. I think it might be the version of GTA3 Im using. Maybe someone else will have more luck.
