After careful analysis, and tracing every. single. fucking. call/event. I am confident I have found the root cause of the issue. Upon inspection, a bit of older code had become conflicting with the new method used in vehicle updates. In addition to the car lock update, another change was implemented which changed how the game script handled engines, this wasn't documented as there was no user facing changes and has no impact on performance. This was added for future features to be made possible. However as the older code was also missing a critical logic check, it had caused an unintended domino effect within the vehicle system.
