+Changes

- Vehicles will now enter a new "stalled" state before entering an explosive state. A mechanic is required to repair the vehicle. Let us know of any issues with this.

+Bug Fixes

- Fixed the long standing issue where you could not /paypropertytax on a foreclosed property and could not access inventory within.
- You now really seriously can earn RewardCrates, I forgot to merge the right script. OOPS.

+What's Next

We are currently investigating issues with the vehicle stalled state system.

- Fixed an issue where stalled detection was not reliable.
- Fixed an issue where a vehicle would remain stalled after it's death.
- Fixed an issue where a vehicle's status would not be stored after stalling.

- Fixed an issue where state vehicles would constantly be in a stalled state.
- Fixed an issue where perfectly healthy vehicles would return in a stalled state.
- Fixed an issue where respawned vehicles would remember their previous life and remain stalled.
