Fixes

- Fixed /door incorrectly returning "You are not authorized to use this vehicle." when the vehicle was locked. It should now correctly return "Error: This vehicle is locked.".

Changes

- Reduced the rate of Tacos and Milk in RewardCrate T1.
- Slightly increased cash reward possibilities from RewardCrate T1.
- Slightly increased the yield of weed farming. (7 max -> 9 max)
- Slightly increased the potential yield of meth. (25 max -> 30 max)
- Slightly increased the reward for jailing a suspect. ($2,000 -> $3,000)
- Slightly increased the loss of notoriety on being jailed (100 -> 250)
- Slightly increased the max jail time. (200 seconds -> 240 seconds)
- Slightly increased the minimum jail time (15 seconds -> 30 seconds)
- SLIGHTLY increased the fine / reward for killing (dying) as a suspect. ($1,000 -> $2,000).
- SURELY YOU GET THIS IS SLIGHTLY... INCREASED the fine for killing a civilian. ($200 -> $500)
- ITS REWIND TIME. Reduced the loss of notoriety on killing police as a suspect (300 -> 200)
