"The police received a call stating that there is a Victim had been shot and stabbed numerous times in Train Station, exactly in the underpass. the San Andreas Police Department is running an investigation about this, and they said that they have got the informations about the shooter, and they will be looking for him."

We have received news from an anonymous source that a police officer had ordered heroin while he was not on duty. So this is possibly what the "officers of the law" do in their free time.
