Weapon prices look decent at that range. I would even go as far as wanting most high power weapons to only obtainable via black-market.
You are looking at the black market (although its location is to be moved). All assault tier weapons are illegal, handguns and other basic tier weapons are legal with purchase of firearms license.

In the server when you run out of ammo you keep the weapon, the ammo is a separate entity. However, these prices were set before we decided weapons would be lost on death so they're a bit steep currently. (ergo before you'd buy a weapon and keep it forever, hence the higher price).
