Back in RS4 I recall casino's hiring dedicated dealers that would play at their casino's to attract activity, haven't seen any of the sorts recently but it sounds like a perfect solution . As for the rest I'd like to keep this topic just as a announcement in regards to the implementation but if you have any serious concerns feel free to shoot me a forum pm.

Exactly. Don't see the state property as a disadvantage. Try to get a benefit or profit, however you like to see it through roleplay means. Nothing stops Gvardia from sending 4 Dragons croupiers to LS and charge a fee just like if it was from entering the ones at LV, this is the same to any other group or independent owner of a casino.
