Background

The origins of the organisation dates back to the influx of South American immigrants to Vice City in pursuit of wealth and happiness. However, the new arrivals have faced difficulties with kick-starting their dreams, and it turned out not to be that much easier than it was in their old country. Racial profiling by the Vice City Police Department, as well as their businesses being harassed by various African - American and Haitian gangs have put great obstacles into these men achieving their goals. It did not take long for dreams of building big businesses and achieving the illusion that is the American Dream have crumbled into nothing.

Having nowhere to go, these Latino men and women started forming small circles of like-minded individuals in order to protect themselves and their interests. Soon, two most prominent circles have formed: The Garcia Cartel and The Kaufman Cartel. However, having lacked influence and power over the other prominent gangs and organisations in the streets of Vice, they kept a low profile. Essentially, the Vice City Police Department did not seem to care too much for their doings, as they were usually small time and the police force had bigger threats to deal with on their hands, with more powerful and greater organisations causing havoc and unrest. This allowed the two cartels to silently thrive, while staying relatively under the radar of Ninth Avenue Razors, Eight Avenue Furries, The Marseks, The Gonzalez Organisation and the likes.

The Garcia Cartel, founded and harboured by Francisco Garcia, specialised in cocaine imports from Colombia. Having retained his contacts back south, he soon found himself orchestrating six figure worth drug imports from Cuba, Mexico and Chile. This allowed him to purchase a few properties and kick off a very small, but efficient drug ring in Vice City.

The Kaufman Cartel, led by Fredericko Kaufman, used the taxi business he owned as a front for gun and vehicle imports. Reports of taxi cars supplying local gangs with military grade weaponry plagued the desks of organised crime detectives, only to be forgotten in the pile of unfinished paper work as they had two other main targets in their sights. Occasionally, the cartel would also help ship cheap stolen vehicles from Vice City back to Mexico, where they'd be sold for thrice the price. The satisfactory relationship kept both South American crimelords and the Kaufman Cartel with stuffed pockets.

However, with an election of a new mayor and purge among the ranks of the police force, the climate in Vice City has swiftly changed. The old gangs that ruled over the Downtown and Havana areas soon found themselves in deep legal and otherwise trouble, diminishing their operations and forcing them to scale down. Certain organisations could not handle the stronger pressure and disbanded, others had their leaders arrested and put in prison for the rest of their lives. Seeing the demise of several prominent organisations in Vice City, as well as Prawn Island severely weakened, the cartels wanted a bigger slice of the pie. Having been unnoticed by the authorities for the most part, this gave them a great advantage. Therefore, after several heated negotiations, The Kaufman Cartel and The Garcia Cartel have agreed to merge into one organisation with a goal to rise to the top and take over the vacant spots that were left behind by the old crews.

Discretion is the key is the essential way of how the cartel operates. Trying to keep their heads down and avoid trouble with the law, they mostly maintain low profile, often hiring outsiders to do the dirty work for them. The founders and members themselves often masquerade as legitimate business men with their own respectable companies.

The Vision

The Kaufman Cartel was opened with a desire and vision to introduce a new kind of criminal roleplay - one where both sides of the stick would enjoy and benefit from. Instead of going with the "kill to win" mentality, or putting the other party into one sided situations, the members behind it feel that it's okay to sometimes loose in order to make sure that the roleplay is enjoyable. Forcing roleplay scenarios in which the other party has no chance of winning goes against the ideals and values of the group, and is therefore one of the biggest things that they attempt to avoid.

The Kaufman Cartel strives to create realistic roleplay scenarios, where the police attention would be avoided as much as possible, as would be in a realistic scenario.
