I. Introduction

Greetings to the Argonath Federal Court,

On July 20th of 2019, an initial investigation against Mr. Izo, based on suspected criminal operation, was initiated. FBI Agents have kept this individual under surveillance for quite some time now and have looked further into the defendant's activities to determine the legitimacy of our suspicions.

In the process of our investigation, we found our suspicions to be valid. With that, the United States of Argonath is now prosecuting this individual for crimes against the Constitution of the State of Vice and its bylaws.

II. Case Breakdown

At the beginning of our investigations, it was suspected that Sonoda_Izo ( the defendant ) has ties with the Yakuza. We had multiple Agents keeping close track of the Yakuza's dealings over the space of many months. Though Mr Izo did not commit many crimes directly, indirectly he was aiding the Yakuza whilst knowing the crimes they were committing. These crimes committed by the Yakuza included but not limited to, illegally smuggling vehicles, harpooning Ogras, theft and robbery, and smuggling of weapons and narcotics. Over the course of our investigation, we were able to link Mr. Izo to various crimes, which resulting in the FBI raiding his property on multiple occasions. He was found to be in possession of an incredibly large amount of dirty money, which we believe he was attempting to launder for the Yakuza. In doing so, he was breaking Tax Evasion laws.

The defendant is known to reside in his highly expensive property, the Biscayne Tower, located in the heart of Downtown, Vice City. It didn't take long to realise that this property was a hotspot for criminal activity. Upon tracking various Yakuza members, they all led us to this exact property and had access to said property. This managed to link the property to their crimes.

In July of 2019, the FBI were keeping a close eye on the Yakuza and the defandant. We had an informant named Miss Hope that managed to get close to the Yakuza and gain intelligence for us. On July 13th 2019 they captured the defendant smuggling an expensive vehicle out of the city illegally [1]. This further raised our suspicions of the defendant and cemented our suspicions that he indeed was involved in committing crimes for the Yakuza.


Having given this evidence from our informant, the FBI had planted surveillance wires at Mr Izo's property in hopes to catch more evidence of the Yakuza's business. It managed to record several Yakuza members retrieving deadly weapons from the property [2] on July 14th 2019. Only Minutes later these same members were caught attempting to rob a Jewelry store in Vice Point [2]. FBI Director Klaus then monitored the situation closely, and the VCPD were able to catch these men but not at the cost of several police officers lifes as well as their own. The FBI informant Miss Hope was heavily involved but was able to surrender themselves to the local police force safely and indiscreetly. This meant we had enough evidence to issue for a Warrant for Mr Izo's property.

Later that day, a warrant was approved by the Argonath Federal Court to raid Private Property #50, Biscayne Tower, Downtown, belonging to the defendant. We found the defendant to be evading taxes by storing $167,829 in cash within his property [3]. This is an astonishingly substantial amount of money over the legal limit of $50,000, shocking law enforcers involved in the raid operation. This grand-scale evasion of tax has caused the United States lost revenue due to Mr. Izo breaking the law in order to get away from paying his fair share of tax. The United States of Argonath believe that this should not go unpunished and should be considered a major scale crime, evading over $50,000 of tax.

It was believed that this huge sum of money was the Yakuza's dirty money, and that Mr Izo was planning to launder this money in order to clean it for the Yakuza. He was arrested and interrogated, but the defendant made no comment on the allegations. He was held in custody [4] for a short while before eventually being let go.

On the 18th of July, 2019, the FBI were tracking a smuggling yacht entering the city hauling large quantities of contraband. Onboard the yacht there were known Yakuza members. Once the yacht had docked north of Downtown, the Yakuza member quickly fled the scene whilst evading the police. The FBI caught this Yakuza member storing this contraband inside the defendant's property, Biscayne Tower, further proving ties between the defendant and the crime committed [5]. Another search warrant was granted by the Federal Court for the defendant's residence: Private Property #332, Biscayne, Downtown [6]. Unfortunately the Yakuza caught word of this and attacked the police units present at the raid. Fortunately however, the police were successful and managed to empty the property of a large quantity of deadly weaponry, only 4 days after the initial raid had been completed.

Regardless of the previous search warrant and the heat that the defendant came under from law enforcement, he is still interested in collecting dangerous weaponry, in order to help the Yakuza in committing crimes. The defendant has not shown any sign of remorse, nor any recognition or understanding of the impact of his actions. The amount of weapons he has been caught in possession of, and the amount of crimes that can be linked to his property, proves beyond any possible doubt that Mr. Izo does not care about the fact that he is breaking the law and aiding in crime. We believe this is enough evidence that the defendants property is being used for illegal purposes, such as storing items retrieved from the smuggle operation while wanted by the police, as seen in Exhibit 5.

IV. Charges and Demands

The United States of Argonath, represented by the Federal Bureau of Investigation disseminates the following charges and monetary penalties demanded:

1.) One (1) count of vehicle smuggling:

As referenced by the case United States of Argonath vs. Kool Kat and the number of times we have caught the defendant smuggling vehicles, we demand a monetary penalty of $15,000 ARD.

2.) One (1) count of Tax Evasion // $200,000 ARD

Based on the large amount of money found within the property, as well as the lost governmental revenue, with added extra to serve as part of the total fine, we demand a monetary penalty of $200,000 ARD.

We demand that the defendant is fined with a monetary penalty of a total of $215,000‬ ARD for the crimes committed against the state. We demand that should the defendant be unable to pay the amount, that his assets be liquidized and sold to pay the penalty. The state also demands that the defendant be issued the following prison sentencing:

1.) One count of vehicle smuggling - as per the case by the United States of Argonath against the Slasto Family, we demand 3 years (3 minutes) of imprisonment.
2.) One count of Tax Evasion - we demand 10 years (10 minutes) of imprisonment.

We hereby demand an accumulated total of 13 years (13 minutes) of imprisonment for the breaches of the State's Constitution.

The Bureau demands that Property #332, Biscayne Tower, is not sold, handed over or otherwise has its ownership changed until the court addresses the following demand:

We hereby demand that Property #332, Biscayne Tower, is seized from the defendant Sonoda Izo and is auctioned to compensate the damages caused by its use as an accessory to a crime, contributing to the circulation of weaponry and crimes committed in the state. We also demand that the defendant is prohibitted from acquiring this property during the auction.

V. Charges Index and Further Justification

It is a criminal offence for any person to help traffic or bring in any contraband that is not being transported by legal means such as shipping or business delivery to Vice City.
