A couple suggestions

I think the cell phone script should have some extra things such as,

Phone number, so you cant be called by random people you don't want to be bothered by, you can only be called if they know your number.

Message system, so if you don't pick up or you reject they can leave a message, and if you call the message system you can read the messages.

Also, these ones aren't as important, but you could kinda have a "plan system" which offers a price per X amount of calls (example $15 dollars every 5 calls) and you can upgrade/downgrade whenever you want.

Enough with that...

As a general script suggestion, all commands instead of using ! should use / so the screen isnt cluttered up with commands and cops dont sus you for using commands for things like !growweed unless they see you playing in the weed fields.

Not many...ALL COMMANDS CAN BE INPUTED WITH /C

In VC commands are with ! so newbies can learn them faster.

I like the message system idea, about leave a message on someone's phone and they can read it later.
Charging people for phone calls I also like, it's more like role play.
I'm not so sure about the phone numbers, it could be confusing, though it is more like role play.
If phone numbers were added, we would also add a way to retreive the phone number of a player.

We have stopped development for the current release of VC:MP, the reason for this is the next version of VC:MP will use PAWN as it's scripting language, and the current release uses mIRC.  We will be continuing development after the next version is released.
And we are still taking in ideas ofcourse.

And as PiMP said, all ! commands can be used with /c using the exact same syntax.

That idea is really good.And when the next version uses PAWNO,i can even help a little,as i know PAWNO at a medium level (im not a professional,just scripting when nothing else to do)

The message system would come in really good use if you wanted to tell someone something and they weren't online you could send them a message before you leave. If you will have to pay for phone calls then I hope it will be very cheap. Phone numbers, well I dont see the point as I dont get called by random people.
