Update list RS6.2.4g

Script Changes:

• Dinh Le now has an activity for you to do, visit him to get started in Fort Carson (/gettracker). This activity can only be completed once!
• /use tracker gives you a status (Ice Cold, Very Cold, Cold, Warm, Very Warm, and Hot) depending on your distance from your treasure.
• /opencrate opens your crate and gives you a reward if you are near it. (It will also remind you of the command to use).
• Your treasure crate location will remain the same if you disconnect so you can continue after rage quitting or grabbing dinner.
• /treasurehelp shows you a help dialog for the activity
• Tropic and Marquis now work with fishing (/fish).
• Items are no longer able to be used while waiting for a revive.
• Suspects can no longer use N to die and have a longer timer before they die while waiting to be revived.
