Dear citizens of the State of Vice City,
The Vice City Police Department strives to ensure that commuting in the city is a pleasant experience for pedastrians, motorists, and cyclists alike.
Unfortunately, the experience often ends up being spoiled by irresponsible motorists who park their vehicles outside of permitted areas, obstructing both vehicular and pedastrian traffic.
We would like to remind every citizen and visitor of the City of Vice that parking laws are enforced in the State of Vice City, and that vehicles found in violation of said laws can and will be impounded by the Police.
The Vice City Police Department, and the State of Vice City has faced a difficult issue: while unlawful parking remains a problem in the city, the local impound has been getting overcrowded by owners who fail to claim their vehicles from the impound.
For this reason, we would like to inform you that we have revised our Impound Policy and have changed the way the Impound Functions to ensure stricter compliance with parking enforcement.
Previously, a fine for getting your vehicle impounded would be 1.000 ARD with no further fees. If a vehicle was not claimed for two months, the state would retain the right to scrap the vehicle. A right that was not exercised frequently due to an expectation that motorists would be fair and responsible, and claim their vehicles. However, as parking has been getting more problematic in our state, this has proven not to be the case.
So please find the updated Parking Enforcement Guidelines:
Your vehicle can be impound if:
- it's parked in any way that obstructs pedastrian or motorist traffic
- it's parked in a no parking area marked with road markings or signs
- it's parked infront of emergency buildings or their respective parking spaces
- it's parked infront of or within private property and/or business without the permission of the owner
- it's parked infront of a vacant business or property
- it's parked in a space not meant for parking
If your vehicle is impounded:
- A 3000 ARD parking citation is issued to you.
- If your vehicle is unclaimed within 30 days, a 5000 ARD monthly impound fee is introduced.
- An additional 5000 ARD impound fee introduced for each month a vehicle is unclaimed
- Vehicle is scrapped if unclaimed within three months.
To summarise:
1) Vehicle impounded and claimed within 30 days - 3000 ARD fine, no impound fee
2) Vehicle impounded and claimed after 31 days - 3000 ARD fine + 5000 ARD monthly impound fee. Total 8000 ARD
3) Vehicle impounded and claimed after 60 days - 3000 ARD fine + 10.000 ARD impound fee, total 13.000 ARD
4) Vehicle impounded for 90 days - 3000 ARD fine + 15.000 ARD impound fee. Total: 18.000 ARD.
5) Vehicle unclaimed for 91 day - vehicle scrapped. Owner still to pay a 3000 ARD ticket and the 15.000 impound fee. To be acquired from the owner via the Court of Law if required.
To claim your vehicle, you must reach out to the local Vice City Police Department Career Officer (Senior Officer or above). Your impound fee will be calculated, and, when paid, vehicle released from the impound.
You have a right to demand for the police department to provide proof of violation, which is taken during the impound (not applicable for currently impounded vehicles due to senility).
Vehicles impounded before July 1 and claimed before July 15 will be subject to the old Impound Fee: 1000 ARD citation and no further charges. If vehicle not claimed before July 15, fine will be adjusted to meet the current standards and an Impound Fee will be applied after July 31 per the new procedures.
We hope that the stricter parking enforcement regulations will call for citizens to be more pro-active about their impounded vehicles and to exercise more mindful vehicle parking.
