To install it you could use IMGtool. Open up gta3.img and find heck2.txd there. Replace the original heck2.txd with the file you just downloaded by pressing the right button of the mouse and selecting: "Replace" On the original file.

You also might want to make a back up of the original file before replacing it so... Press the right button of the mouse and select: Extract. Then you choose where you move the original file before replacing it.
