I need help with vcmp scripting.

how to change :
The skins in the server
The spawn location of specific skin
The spawn of cars
The number of cars
etc..

also how to save the co ordinate of specific location

Ever Checked VC:MP Offical forums? If not go there they have Downloadable Guides there somewhere if you search.

Thats not scripting, that's server config.

Goto your vcmp folder then server, then open the config.ini file.
By then you should have some clues. Cause it has instructions there.
(But dude, if you know scripting and you need that to make your server, just say so. I'm an expert on those spawn configs)
