and no i am not a player from other server, i have been playing sa mp a long time ago for maybe a month,

but never this server, that means i am new to sa mp

Yes official servers, SA:MP forums and iRC channel were shut down by SA:MP devs... Dunno thou if permanently...

Untrue! I can't really name any names Omri, but there are some that don't deserve to be admins due to their impoliteness and lack of help, but that some are very few, I will agree to that.

and about the drugs:

i tried to grow some(/growweed) but you have to wait, so i stayed there for a while nothing happened, then i do growweed again, it said not able to grow in field, bit later it said it is growing come back later,

well i left game because nothing grew, so will it be there later? or is it gone whenever field says not able to grow some?

or does not able just mean that moment it wont grow, and later it will grow more, this is possible because later it said its growing while time before it said not able to grow some weed

Use /growweed and wait, after a long time of waiting, a red marker appears on your radar, go to the red marker and pick up the weed.
If it says, that you cannot grow it at the moment, try it later again.

yeah i got that 1 too, only stupid bug on it sometimes,

but whats a normal price for 1 weed, 1 heroine?
