It says underneath the list...

As a prep, you are in charge of that area inwhich you are entitled.
Therefore, you are in charge of the whole Driving school division of AVCSER.  :D

You are therefore required to watch over other teachers of that division to see if they are doing their job properly.
But seeing as im the only other teacher...not much happening at the moment. But in future with more teachers it will be better.
