1. Director Cyrus Kolta, Cr.D (as the VCFBI Director)
- A young man in his mid-20's, with slightly unkempt black hair remniscent of a college student who styles his hair with wax. Light-skinned despite Vice City's sunshine climate, with a height of 6'1. Wears a fitting black suit with the buttons open, covering a navy-blue tie on a white long-sleeved polo shirt, with matching black pants. Instead of leather shoes, he wears combat boots. A clone of the late Director Jonathan Kolta.
2. Cyrus Kolta, the secretive ARPD Officer (SA)
- Wears a variation of the traditional cop uniform, with a long-sleeved jacket. Constantly carries a sniper rifle on his back, along with six knives he hides all over his uniform. All his clothes are black, with the only exception being the ARPD Badge kept under the jacket.
3. Arius, the devil salesman
- Wears black business suit attire faded in several places, with the hair arranged in a slick, combed-back hairstyle. Constantly seen with an odd, chrome-colored briefcase in one hand. Height around 5'11, youthful looks and a light-skinned face with subtle wrinkles. Most prominent feature are the red eyes and ever-present grin.
