As you see with Brainiac, he told me he also didnt posted an application.
But what does it matter?

It doesnt go about if u applied, the people applied do really want to be an admin.
Brainiac didnt care a lot about it, and after he shows whats he's worth, main admins decided to take him.
After they took him, Brainiac started to like it, and made hisself fit in the admin team.

This is the same as Cutter, I think, he is just very mature and can handle criticize on the server.
Therefor u dont need to apply, in mine opinion.

big suprise to me, Cutter started to play this week active on SAMP,
and in a week time an admin,
well not bad to you Cutter, but there are others who played much longer and i think deserve it more,
then a new guy to SA(and no, im not talking about myself)

I understand how you feel Bianc. But its not about wether or not people 'deserve' it, its wether they are good at the job that has been placed with them. Cutter is one of them who can do that job. Congratulations Cutter!!!!
