Resolution Problem

A friend of mine is trying to run Vice City, When she runs the .exe - VC opens and auto minimzes, A message comes up saying "To run this application, the resolution of the screen should not be less than 800x600" - She has 1024x768 resolution and has tried all other resolutions, She also tried running VC in windowed mode.... Any ideas? - XP SP2.

Has she tried going into single player and then changing the game's resolution?
