This isn't a crackdown? Type 'crackdown illegal downloads' into Google, you'll get lots of articles about this. If I'm not mistaken, they've also done cases against people in many of the past times ISPs have taken action against illiegal downloading, but that made next to no difference to the big picture. They've taken down websites in the past too, Napster and Allofmp3 were both targeted but relaunched soon after. The Pirate Bay is up too.

they open with a start page telling people they will never remove torrents
