radial blur, motion blur, a little of motion blur with layer set to screen/lighten to imitate hdr... maybe one ocean ripple set to overlay and one sharpen

Further i did make the black/white area at the middle, and did a color, some filters and make the scrams, so it liked if it`s dead ground etc.
