Well, the EASIEST way to mod cars is to use: SAMI (San Andreas Mod Installer). It's pretty easy, you just google the software, download it, and follow the on-screen instructions.. Another way to do it is to use IMG tool v2. And it doesn't matter if you mod the handling file, because when you run SA:MP, the handling does not change, only the looks.

but if you downloaded just the car dont enter to the tunning garage with the elegy becuz it gonna crash

Do not change the car handling. Reason is that it may not change for you when opening SA:MP but it may look changed for other players.
If you edit a slow car to be fast like an Infernus, you could be banned for speedhacks.

I use Img Tool V2, I think SAMI is the easy way out.

Not necessarily, it will if you tried to modify a part onto the car that does not exist within the GTA3.img file. But, if the mod came with anything to change that will go with the mod, it won't. Colors will not crash the game though.

no it will not crash if you change it right but the game will not start if you dont change it good.
so the best idea is to use San Andreas Mod Instaler he change the handling and the dff and the txd files automatique so its 100% your car will work without crashes.

I like GGMM ( Gta Garage Mod Manager ) There you got control on everything and you can see the cars and weps and other stuff!
