I think that JDC does not meant it in that way.I think he is meaning FBI should  have Good Guns And that A good skin and all persons like if i was New here would like to be in that skin.If they can't get in the skin they would l know how and join.

IMO if they had the skin And most of the Players are DMers in VCMP would kill personell

but IMO Admins should grant the FBI skin if your not in ARPD you would have to Apply at the foum.If accepted they you can have it.If you DM you would get it taken away

IMO all skins should be available to everyone. If there are abusers, there are admins too. If there is no admins, you can call them via MSN. If someone is Dming with FBI skin, just call admins.
New players should be available to use FBI skin, because new players may have never heard about ARPD, so they can't join to it.
And if FBI & SWAT skin would be restricted, then everyone would try to apply to ARPD, which would be hard to ARPD recruitment team.
IMO easiest way is to let all skins be available to everyone, because EVERYONE has the needed skills to RolePlay a cop/swat/FBI. If they don't know it, then others can TEACH him.

On server, we are meant to act like we would in real life... Members of the public cannot simply walk off the street into an F.B.I/Police HQ, slap on a uniform and go out into the world to Fight crime. They must apply/go through training/climb ranks and EARN there authority. I dont think this is about DMing at all, it is about how unreal the crime-fighting system actually is in argo, If they want to be a cop then they must investigate it, go through the training and earn it.

Thats my opinion
