If you got that letter mission from Megaton(to go to Abefu*sp?*). Do the first part of it. Go to the place, talk to the guy, do what he wants you to do then when he sends you off go down the bridge the way you came up(towards the dead cow house) and you will see a merchant, a gaurd and a cow with bags on its back. Kill the gaurd first and the merchant, search them for the weapon plans and then kill the cow with a melee weapon. Also, take the key from the merchan to unlock the crates on the cow when he's dead and you'll find a bounty of weapons/ammo's in there!

Btw, I just found out that you can do this 2 or 3 times(maybe more) because when you go away for a little while and get back, there's always a new merchant and his body gaurd there

A little hint when u reach near end game:

When u Reach mission when u talk with Brotherhood of Steal about assault and u see a huge ass robot, get at least 10 rad-x and 10 stimpacks, trust me ull need those

How do I get to the brotherhood of steal? Like, were are they located? what do I need to do to get in? etc..
I'm near GNR at the moment, a place that has "friend" in it's name.

They Live in Citadel near bottom right of map,but if u go there they wont let u in, main quest leads u to them,also if u see any of them die,pickup armour and helmet,later ull train how to use it and oh boy is it a good armour... its called power armour

Of course, as I am a good guy ( :devroll: ), I chose to disarm the bomb and had an option "14% chance" to get 400 more caps.. success
Then after some fuck around I met up with the Irish guy and had like a 25% chance to make a successfull lie "Oh, dad talked about you all the time" and I got the info for free.. So now I got 1k caps to spend on nuke coke! As I would have done if this was reality

..Damn.. That was odd.. I got to get some coffee or something..

Also, upgrade your PC find a better place to "buy" it or better yet, buy it from the shops or get it for XboX360.
