Basically, Rudd government is trying to block all "Illegal" or "Bad" sites..They will be applying software to ISPs, which blocks what we can access.

but they most likely will block proxies as well :S but if they dont,

very stupid idea, could just enter a proxy on your browser to get past this, it's pretty easy to bypass lol so not much point in doing it.
