This mod is cool, for weapons and skins. The best mods i think are the ones for the SAPD, FBI and the army. Cop guys will love it, But the other ones in it are great too. I created a download link for it.

Yea i think the pack is meant for use with SAMI and it installs all the mods in the pack at once, but you could probably use IMGtool if you want. I used SAMI because it only took me a few seconds to install all the mods in it.
