Nope. As far as I could see that is not true. Any accusation made by an admin is checked atleast twice - I myself had to deal with a simillar situation. I can talk to admins and get a better reaction out of them that some moderators can alotof the time. Probably because i've been here for a while. Plus I can talk to Ronnel and get a response fast, but if someone other than me would have done the same thing it would be delayed. This may be just a coninsidense, or it is proven that if you are here longer and/or are an admin you get a better say in most things. Personally I agreee with this, admins sometimes get more voice rights than others, but it also depends on your status in the community. I'm not saying admins would go to great lengths to do something for anyone, but in one or two cases, RON has went to some lengths to help me get =AV= and myself at one point ot of some very deep problematic shit...

My opinion on this matter:
Seing what this topic turned into..
At first, only a few rulebreaked, used glitches, etc.. Then some saw it as a opportunity.. They took it, they started to rulebreak, using glitches, getting unfare advantage against other players without hacking.
The victims of the situation above learned to fight back, using the same methods, till then noone had advantage, and started to complaint. People come ingame annoyed and pissed off, and when a new player does something wrong, let's say rulebreak, wether because he doesn't know or just wants to, the veteran players report, screams on the chat.
This new player becomes a veteran in Argonath. thou he is still hated from actions from the past, getting flamed everyday.. and flaming back everyday.
Mafias/Gangs that are enemys hate so much eachother, not only IC, but also OOC, losing to a rival will mean reporting and whining for everything and nothing(Just because you are too damn proud to lose..)
Players don't respect other players, except respecting admins, wether because they want to achieve something greater(it has another name..), because they just like admins or because they are just afraid of correct admin punishment for disrespecting.
Some don't even respect admins and flame admins. Players that respect admins, start to hate these players that flame admins, making these players a constant target for flame, of course, they always fight back(flame wars).
So, if All people have equal voice rights.. It's up to you.. You started ignoring some and listening to others. You started flaming, you flamed back, you couldn't just keep it cool.
Will you keep it? Up to you, because it's like my teachers say: "The pope can come, the president, prime minister, but if a student doesn't want to study, nothing can make him do it."
It's on the hands of players, to get our old and beloved Argonath and friendly players back, not on the hands of the admin team.

You may hate someone with your whole heart, but that doesnt mean you cant show them respect. That goes for everyone on here, like a player may hate another player, and theres probroly 100 different enemys to each other on Argonath. You dont like him because he cant RP, or because he flamed you before. It doesnt matter, you show them respect for exisiting, if nothing else.
