I was thinking, wouldn't it be pretty cool if you could buy cigarettes and cigars from a convenience store like Ryton Aide?
Maybe the cigarettes deplete your health by one every game minute, but you run faster or something? Like a good trade off or something. And maybe a cigar would last longer (the "high") but would cost as much as 20 cigarettes for 5 or something.

Maybe it should be liked. an addiction feature. you can use them to hael 40hp, but after the first 5 odds if you dont smoke them then you lose health, but when you do you regain it?

Maybe you use them to regain 40hp, then you lose 5hp every 3 game hours you don't smoke a cigarette, and you don't regain them until you smoke another?
But how would you break the addiction?

The animation would be very cool,  i advise you will run a bit faster but lose 5hp every minute, you will stop losing hpwhen you lost 40hp

You know what I would like to come more ?
It could be cool if we could buy cigarettes packs and then use them and trade, if there can be added such thing there has allready been added an extra job without making any scripts really.
If you could manage to make that, it will be able to RP a peron that is selling packets at the slums of Vice City.

Yeah and you could open mini-businesses inside of Ryton Aide and other shops to sell cigarettes (legally, of course).
