I do not think that it does make any since that All the other Police things are Black and the bike is some other color

Well, in real life, many police forces use the colour blue, so it's not irrelevant.
For Argonath RPG, the colour of the police cars have been changed form the original GTA VC.

In GTA:VC They're Green, and in Argonath they're Black, I would say the the PCJ's should be Dark Blue and Cop Cars Black ( as now )

Yes, I think a darkish blue might be good. If we have it in black, it could be for the undercovers.

There was the discussion that the police cars would return to normal green, but I prefer them black

The police cars we have currently is good enough.
The VCPD Maverick is also black in Argonath.
