I don't understand why mafia members can not advance rank. like FBI.
Only freecops for mafia members, and gangs..
I can be a good cop.. but yeah rules are rules..

Can i atleast register another Cop account? specialy for advancing in cop ranks?

Uhm you can be a cop if you want. You can be anything, it does not matter you are in a criminal group (unless the group doesn't allow you to be a cop).

Nah i mean this: Criminal group members may NOT advance higher ranks in SAPD..

No, if your group allows you to go on duty, you may - however, you are not required to change your name by server rules.
Groups like the FBI disallow any criminal activity between their members. No FBI Member is allowed to commit any crime  Niether are FBI members allowed to join any criminal groups, ie Corleone Family.
This does not just apply to FBI, this also applies if you are a SAPD Seargant, you may not join a criminal group. I think there are more too.. not sure.

The reason I believe they are not allowed to join criminal groups, is because they must put full devotion towards their special police job.

You're correct. The highest level in the SAPD you can be while in a criminal organization (classified as criminal from the SAPD'S POINT OF VIEW, NOT from what the leaders call it) is Senior Officer. S.W.A.T. members may not be in a criminal organization as well as F.B.I. members.

Answer: Nope, your rank is just for VC:MP if you're an officer there. Whatever your highest rank is in the whole ARPD is what will show above your avatar (on the ARPD forums)

but your first message is really strange, i dont understand anything

you can be mafia and up to the rank of senior officer,
if you want to get higher(Sergeant) you must leave the mafia,

i had this myself too, i got promoted to Sergeant while i was in [Z]
which is criminal, so i had to choose, and i became Sergeant

and you must apply for both servers, if you are a VC officer you still are SA freecop

It just doesn't make sense to join a law enforcement agency that fights organized crime and you're part of it. Actually criminals can advance in SAPD, but we have an upper limit to try and ensure that what in effect become classified operations against mafias do not get leaked out to the target mafia..

Think of this...

SAPD Trust you s you claim they are different RP Characters
Your in mafia A
You have just been avised that Mafia A is about to get raided by a SAPD task force
You have just as much loyalty if not more to Mafia A, and tell them
SAPD loose several officers from this.

You claim you leaked information when investigation finds you are source..
Yet you claim they are not same character and thus information can only be shared ooc:

We actually have had this happen and had to instigate a rank restriction for those in criminal families/mafias/team to reduce information leaks

I can see where you're coming from. Sometimes though some of them can roleplay another side.

i did it just simpel i was DHRmike_Solonik = Mafia or [TCL]DHRmike and thats a cop so i just had 2 caracters if i had to investegate my own mafia and myself wel so be it i even think its funny if i have to put myslef in jail  for 2 reasons when i am a Criminal i know Cops are after me When i am a Cop i know what i woud do as a Criminal
