When a car is stopped, even the US cops are allowed to shoot the car to damage it from continuing any longer. But killing the person, now that's just corruption, and is not a part of what a police officer should really be doing.

Also, even when someone doesn't comply with the police, the officers have certain rules they must follow once attempting to apprehend you. Not run a damn car over you.

Well see I believe in an political way, I forgot what is the exact word for it, but when there is a Czar in charge. There are rules, if you are caught not following a rule, you get severe punishment.

It doesn't really matter which rule they didn't follow, an officer behaving like this should be shot and hanged inside of a mall so everybody could throw garbage on his dead body.
