Just copy/paste all the files and put them in you GTA San Andreas.

I'm putting together a HD pack of skins. I'll release them all once they're all tested and I've got the majority of the skins in Gvardia used.

For ENB just copy it into your GTA folder. If you're going to try the files that I linked, back up your GTA folder, I'm not sure if it's working correctly.
