Who do you usually proceed to follow? The car of the pot-smoker moving towards GS9 or the speeding car going down towards Verona Beach? Which is more important for you to pursue?

Take the speeder since he make a direct threat to Public. If ur abel send another unit on the smooker or make a note on registration plate so u can talk to him later.

same as above yes, if he is driving the chance is big that you dont see him smoking,
and how would you do both at same time,
you wont look at smoker and at same time do /speed at someone else

If you are inside a car you probably wouldn't tell if it was weed or a normal cigarette. You also wouldn't smell the weed as you are inside a car. The only way you would know that it is weed would be to read the script and metagame.

Go for the speeder, as Pancher said, he poses a threat to civilians.. Maybe later, trying and locate the smoker, only if I actually visualy saw it.. Not via chat window.

And to the question "why does it matter?", I'm only asking because I want to know what you guys see as a bigger threat. An illegal drug used in game, or a speeder in game. And you guys answered the question well enough for me
