So? It's good for people to congratulate (and give best wishes, in Dwight's case) to the mods, that is why this topic is here, that is why it's been here for so long, and it's why it isn't locked and just posted in by the developers whenever a new admin is taken on board.

What Icy means is lock this topic until the next time the developer announcing the new moderator then it can be unlocked for like 3 day or 5 day then it will be locked again to prevent bumps and spams.
