few questions about house

1.i have a house now there is interior 19(45.000$) i want to change it to 20(95.000$) do i must pay full prize of new interior or just 50k?
2.to change interior i must just ask admin 4+ ingame and pay him cash?
3.can i change my house place example from jeferson to flint county?
4.can i give someone ownership of my house or something like that?if yes how?

1. No , you sell it... admin change interior and you rebuy it. But you can't due to property lockdown...

There is Property Lockdown at the moment, as Proxan said.
Main admins will say, when properties can be edited/setted again.

if he means:
buying a new house at flint, and selling old house then its always possible
