Asking the same question as i see no answer, if you don't have permission from i think it's SAPD / Courts you can't hold the Riot and it's deemed Illegal.

Yea, as some other guys suggested.. I think you first should ask a SAPD chief for permission. Else it will end up with a mess.

In my view, some players does not see's a difference between Protest and Riot. I would track Riot as illegal thing, as it causes alot of damage to everyone -- to citizens, to properties etc.. Anyway, from that, whats is written in first page, it looks that there were alot of nice work added on, and it seems to be more Roleplay then deathmatch in here. Anyway, we  can't know if that "riot" won't turn to mass deathmatch.

Last Protest we had it was Illegal and CBFasi broke it up.  So i'd ask CBFasi first before even attempting to do this.

Not exactly, I've seen several riots, as well as been on patrol during one, and not a single person got injured, it was just a large drunk/high party gone out of control with vandalism and fires, and a complete disregard of authority.
