public chat will not get disabled cause the admins may be busy so they hope that the regulars can help out the new players but if your chat is off then you can't help them

I agree, don't disable public chat, but there is no need to have a flame war in /p. If you wanna discuss with eachother, go near each other so you can talk in local or take a unowned CB channel.

He probaly talks through RCON, or has a specially built Admin Console like has has on MTAVC & VC:MP.  Sauron is registered.

I have problems with flaming too : /
I try to act nice and not to flame.
But sometimes i get too much pissed off. Idk why i must flame in /p, maybe so everyone could see im angry.
Anyway, if i flame someone next time, tempban me.
