yes the are off what i have heard becous people place them but not remove them

Save CBF the bother.

They were removed because they used server resources even when they weren't deployed or being used.
There also could be a link between them and crashes.

You can roleplay roadworks without scripted barriers - just take some cars and block the street, or call the police to do the blockade for you.

Ye right like im a cop and i did an traffic stop once only 1car stopped of like 27cars just passed me or turned around and took another way

We done it when i was in FBI we had 5 Ranchers blocking the Road and everyone stopped for Passports Checks.
Sync was a slight problem but most stopped soon as they saw us and we moved the Rancher out the way to let them through.
