You probably had a question like this before, but i want to make it clear to myself and also the players.. so here it goes..
EX - Your chasing a suspect, you blow up his car and he attempts to get into some other car.. am i allowed to get on the roof and shoot the car till it blows up?

Yes...

In regard to this, I am guessing suspects are allowed to do this to cops when they are fleeing from them after shooting at them? And, if you are after someone just in general for a valid reason, you are able to do this? I remember some months ago I did this and I was told this was not allowed.

That is not allowed by anyone.

Police may not attempt to catch a suspect by car surfing on top of the suspect's vehicle. This means that not only are police not permitted to do damage to a suspect's vehicle while car surfing on it, but they also may not stay standing on the suspect's vehicle while the suspect is attempting to escape in it.
