Had the same issue, erase SAMP completly ( not only uninstall, but manualy erase all files of SAMP you find in GTA folder ), then reinstall SAMP 0.2X( There is a updated version of it, maybe try "old " 0.2X ).

Turn off Avast, and other anti-viruses for 3 min and check is server available.

Wierd thing is, only Argonath server isn't working, everything else is. It isn't in the '' official '' list to.
