Do it at ARPD Police Academy in San Fierro, and like walk to SFPD or something, you wont have problem like carkillers, dmers, everyone that wants to see will come ( arange busses etc ), it wont be TOO LONG, so you wont have crash problem so much etc etc.

we could do a low altitude flypast over the SFPD with 2 police mavericks flying side by side  
we could hold the parade at the LSPD, walk/drive past city hall

or we can host a sort of police open day at LSAP, where there will be demonstrations of SWAT, driving ranges, shooting stands and helicopter airial displays
