Go to Unity Station, do /driver.

Go to the police station and enter and go to the room on the corridor on the left. do /duty.

Go back to where you went on duty (Unity Station) and type /driver and go off-duty.

Then, you want to head to LSPD (Pershing Square), Go inside (/enter) and go to the locker room and type /duty. Choose the skin that you want and press enter. Your on duty now!

If a player do a taxi request and i not know the place, i see an icon to the map or i must memorize all the streets?

There is no icon, blip, marker  :razz:

You should learn the map by yourself by exploring area, or simply play SinglePlayer, or you can look for the San Andreas Map in Google, or find the map of Argonath (Somewhere in forum, I forgot)
